Armelle Evoy | Armelle Evoy passed away on November 28, 2023. Armelle retired from the Canada Border Services Agency, Prairie Region after 34 years of service. She served in Winnipeg, Emerson, Yellowknife and Iqaluit, and was an active member of the Winnipeg Ceremonial Unit. In lieu of flowers, donations may be made to the Heart and stroke Foundation. |

Paula Demerchant | Paula Demerchant passed away on Saturday October 21, 2023 at the Charlotte County Hospital St Stephen, New Brunswick. Paula worked with her husband in the Atlantic Region both as Border Services Officer and Program Services Officer for 32 years. Raymond MacDuff | Raymond MacDuff passed away on Monday, August 28, 2023 in Winnipeg, MB, at the age of 70 years. Ray began his long career with Canada Customs from 1983 until his retirement in 2008. He was a very accomplished photographer and was instrumental in capturing the images of operations and POEs throughout the Prairie Region and in the early 1990s. Ray produced a CD video of all eastern Prairie Region POEs and officers. Ray was also involved in the creation of Winnipeg CBSA’s first Ceremonial unit. Kelly Lewis Larter | Kelly Larter passed away on August 4, 2023. Kelly was humble, kind, and a positive force with everyone he met and befriended. Ronald Kennedy Watt | Ronald Watt passed away on May 18, 2023. Ron started work as a Customs & Excise officer in Calgary Oct. 5, 1959. In 1964 he married Eileen and had a daughter, Janice. With a promotion in 1967 the family moved to Vancouver for a short time. They continued their travels across Canada to Halifax, N.S. for another promotion. His son John was born there in 1970. Another promotion moved Ron to a position in Niagara Falls. After French training the family moved to Ottawa for six years, then to Toronto for two years. Ron achieved his goal of becoming a Collector of Custom & Excise. From 1986 until his retirement in 1994, he was the Collector of Custom & Excise for the S. W. Ontario Region, based in Windsor, Ontario. In lieu of flowers his family would appreciate a donation to the Arthritis Society or the Windsor-Essex Hospice, Erie Shores Campus or the charity of your choice. |
Michael (Mike) Lukca | Mike Lukca passed away on May 18, 2023. Mike began his career of 32 1/2 years with the RCMP in Bathurst and Doaktown, NB. He then moved to the great white north continuing his career in Ross River, Haines Junction and Whitehorse, Yukon. He moved to Ottawa and was on the Prime Minister Protective Detail; Canadian Air Carrier Protective Program; Human Resources and the planning of the G8/G20 summits. This was followed by six years with the Canada Border Service Agency (CBSA) as the Director of Security. Ronald Douglas Finch | Ronald Finch passed away on May 17, 2023. As a young man, he joined Canada Customs where he worked for 35 years until his retirement in 1991 in the Winnipeg / Prairie Region. Most memorably, he had the opportunity to take on exciting work assignments in Churchill, Manitoba and as far as Cyprus. Ron had a tremendous impact on others and touched the lives of many special people. Joseph Louis Chafe | Joseph Chafe passed away on May 13, 2023. Joe dedicated many years to the Customs and Excise Union of Canada, serving as local president in Windsor as well as serving on the National Board of Directors. He fought tirelessly for workers’ rights and safety in the workplace and was always helping those in need. In kindness, a donation to the Kin Club of Windsor would be appreciated. |

Perry Edward Birtch | Perry Birtch passed away on April 20, 2023. Perry began his career in 1982 at the Port of Prescott as a summer student Customs Inspector. Perry was then promoted to Superintendent in Prescott, before being promoted to Chief of Operations for the Port of Prescott and Trenton. He also served time as the Chief of Kingston and the Port Lansdowne. Serving his entire career in the St. Lawrence District, Perry leaves many friends and colleagues across the Northern Ontario Region and indeed the Agency, law enforcement and community partners. Luc Portelance | Luc Portelance passed away on April 19, 2023. Luc had a distinguished 36-year career with the Canadian government where he retired in 2015 as President of the Canada Border Services Agency (CBSA). He began his career with the RCMP in Shediac, New Brunswick, in 1979, and later moved to the Canadian Security Intelligence Service (CSIS) in 1984, holding several key leadership positions, leaving as the Deputy Director of Operations.In lieu of flowers, the family welcomes donations to Myeloma Canada, the Leukemia & Lymphoma Society of Canada, The Ottawa Hospital Foundation’s stem cell research program, or the gift of blood. |

Nelson Plamondon | Nelson Plamondon passed away on January 8, 2023. Nelson was one of our first CBSA Retiree Association members - joining on November 25, 2018. He retired from CBSA as a Senior Investigator after 25 years in Northern Ontario Region (St Lawrence District) and Headquarters. Nelson was proud of his career with CBSA and enjoyed all aspects of law enforcement.
